Anchorpoint, a Standard Chartered-backed digital assets firm, has begun a phased institutional rollout of HKDAP, a Hong Kong dollar stablecoin, starting August 12. The company is distributing the asset to professional investors and institutional counterparties in phase 1, according to the announcement.
Anchorpoint received a stablecoin issuer license from the Hong Kong Monetary Authority in April 2026. The phased rollout structure follows HKMA requirements for stablecoin operators; the regulator's framework, introduced in June 2023, requires issuers to demonstrate operational and technical readiness before broader distribution. Anchorpoint's institutional-first approach aligns with precedent set by other stablecoin launches in regulated markets, where professional investor access typically precedes retail availability.
Standard Chartered has positioned digital assets as a core growth vector for institutional clients. The bank established Anchorpoint as a venture to build infrastructure for tokenized finance in Asia-Pacific, with HKDAP as its flagship product. Hong Kong's stablecoin market has expanded since the HKMA opened licensing to private issuers; the city now hosts multiple HKD-denominated stablecoins competing for institutional adoption alongside the Monetary Authority's own digital currency initiative.

The rollout targets institutions already active in digital asset settlement and custody, a segment Standard Chartered serves through its digital banking and clearing operations. Anchorpoint did not disclose transaction volumes or the number of participating institutions in phase 1. Institutions adopting HKDAP include hedge funds, asset managers, and corporates hedging Hong Kong dollar exposure through blockchain rails.
Hong Kong's regulatory regime for stablecoins carries strict requirements on reserve backing, operational governance, and redemption mechanisms. Anchorpoint's phase 1 distribution will test market demand and operational capacity before any broader public or retail offering. The HKMA retains oversight authority and can revoke licenses if issuers breach compliance conditions.
Anchorpoint's entry adds to a growing roster of licensed stablecoin issuers in Hong Kong, competing for institutional market share in a city positioning itself as a digital finance hub. The document to watch is any public disclosure Anchorpoint makes on adoption rates or transaction activity during phase 1, which would show whether the institutional market is ready to shift settlement onto blockchain rails.
