HKDAP maintains a 1:1 peg to the Hong Kong dollar and operates under HKMA regulatory authorization. The stablecoin is designed for institutional settlement and liquidity provision, not retail circulation.
OSL Group, a cryptocurrency trading and custody platform licensed by Hong Kong's Securities and Futures Commission, was among the first authorized distributors to gain beta access to HKDAP issuance and redemption. The institutional-only distribution model channels the stablecoin through regulated intermediaries rather than direct public minting.
Hong Kong has moved to formalize digital currency infrastructure following regulatory clarity on stablecoin licensing. In 2023, the HKMA published guidelines for stablecoin issuers, establishing capital and reserve requirements for issuers operating as stored value facilities. Anchorpoint's HKMA license places it in the licensed stablecoin category rather than under payment institution rules, distinguishing it from earlier private digital currency experiments in the region.

Standard Chartered's involvement reflects institutional banking's commitment to on-chain settlement infrastructure, though the August 12 announcement contains no figures on transaction volume or participating institutions beyond OSL Group.
Anchorpoint's phase 1 launch involves only licensed institutional distributors, with no public timeline announced for retail access or broader market circulation.
