The Kenya National Examinations Council has migrated 15 million academic records onto the Avalanche blockchain, launching a system for blockchain-based certificate verification that includes credentials dating to 1989.
The move represents one of the largest public-sector deployments of blockchain infrastructure for identity and credentialing in Africa. KNEC projects the system will expand to roughly 35 million total credentials as the rollout continues, making it one of the few national education authorities to anchor its full records archive on a public blockchain network.
The announcement does not specify which Avalanche subnet or layer hosts the records or whether the system uses the primary C-chain. KNEC did not immediately respond to requests for technical architecture details. The council oversees national examinations in Kenya and issues certificates to hundreds of thousands of students annually across secondary and tertiary education pathways.
Blockchain-based credential systems have faced adoption barriers in most jurisdictions, where paper certificates and centralized digital registries remain the standard. Kenya's move follows smaller pilots in El Salvador, Portugal and several Indian states, but operates at significantly larger scale. The system must serve as a replacement for KNEC's legacy records management infrastructure, which historically relied on paper storage and manual verification requests from employers and international universities.

Avalanche, a proof-of-stake layer-one blockchain operated by Ava Labs, has positioned itself as infrastructure for institutional and government use cases over the past three years. The network's validator set includes traditional financial firms and enterprises, though the majority of transaction volume remains retail trading and decentralized finance activity. Avalanche's annual transaction fees and development grants have supported several African blockchain initiatives since 2023.
The scale of the migration places KNEC's records footprint on Avalanche at a level comparable to some mid-sized blockchain databases by transaction count, though verification and query volumes remain unknown. The system's accessibility to employers, universities and individual certificate holders will determine whether the deployment becomes a model for other African governments or remains a pilot confined to Kenya's education sector.
The technical durability of any educational record system depends on chain finality guarantees and validator incentive structures. If Avalanche's validator participation or economic security deteriorates significantly over the next five years, KNEC would face pressure to migrate records to another chain or revert to centralized backup systems, which would undermine the permanence argument for blockchain deployment.
