The Federal Reserve Bank of Dallas published research showing that a 10 percent increase in deposit rate sensitivity could reduce U.S. banks' maturity transformation capacity by $700 billion under specific modeling assumptions.

The research examined how tokenized deposits, digital representations of bank deposits on blockchain networks, could alter the relationship between deposit rates and customer behavior. If deposit holders respond more quickly to rate changes by moving funds between tokenized and traditional accounts, banks would face faster deposit outflows during rate increases, according to the Dallas Fed analysis.

Maturity transformation is the core function through which banks fund long-term loans with shorter-term deposits. The mechanism depends on deposit stability; when deposits leave faster, banks must either reduce lending, hold more liquid assets, or both. The $700 billion figure represents the estimated contraction in banks' capacity to fund new loans under a scenario where deposit rate beta, the sensitivity of deposits to interest rate changes, increases by 10 percentage points and deposits have a four-year weighted average life.

The Dallas Fed did not recommend specific policy responses in the analysis. The research instead quantified a tail risk that regulators and market participants are beginning to monitor as tokenized deposit products gain adoption. Companies including JPMorgan Chase and traditional custodians have announced or tested tokenized deposit offerings over the past two years.

Tokenized deposits differ from staking arrangements or cryptocurrency deposits. They represent fractional ownership claims on actual bank deposits held in trust, settling on blockchain networks rather than in traditional banking rails. The $700 billion scenario assumes a specific and severe shift in customer behavior, a 10 percentage point jump in rate sensitivity. Not all banks would be equally affected; smaller regional banks that rely more heavily on rate-sensitive deposits could face sharper impacts than diversified national banks. The Dallas Fed's modeling did not address whether such a shift is probable or when it might occur.

Regulators including the Federal Deposit Insurance Corporation and the Office of the Comptroller of the Currency have been evaluating tokenized deposit products through existing examination frameworks. No federal prohibition or new licensing regime for tokenized deposits has been proposed.
